Strengths: Good size. Great natural athlete. Shows decent football instincts. Reliable tackler.

Weaknesses: Lacks ideal experience. Very raw and doesn't have great technique. Struggles in coverage.

Comments: Phillips has a ton of upside because of his athletic ability, but he is very raw and isn't worth much more than a 7th round selection. He will need time to develop, most likely on the practice squad, but he is worth taking a flyer on late because he could develop into a real steal.
