Strengths:
Adequate size and strength. Has shown some big-play ability. Better on-field speed than his timed speed indicates. Decent quickness. A consistent performer throughout his four years at Penn State. Good route runner. Solid all-around fundamentals.
Weaknesses:
Very disappointing college career; never lived up to expectations. Failed to emerge as an elite receiver. Lacks the speed to create separation. Leaping ability is marginal. Hands are inconsistent at times.
Comments:
Williams has the potential to be an adequate 3rd or 4th option in an NFL offense, but his upside is limited. He simply doesn't have the size or speed to project as top receiver in a pro offense.
